Human Rights in Armenia - Events 2009


The Armenian authorities have yet to ensure meaningful investigations into excessive use of police force during March 2008 clashes with opposition supporters protesting alleged fraud in the previous month's presidential election, and address related allegations of abuse in police custody. A number of opposition supporters reportedly remain imprisoned in connection with the March 2008 events. During May 2009 municipal elections in the capital, Yerevan, international observers reported intimidation and attacks on domestic observers and journalists.

Broadcasting law amendments bring greater transparency to the licensing process, but an independent television station that has been off air for over seven years remains without a new license despite a European Court of Human Rights ruling in its favor. Authorities have failed to conclusively investigate physical attacks on journalists.

Lack of Accountability for Excessive Use of Force

The authorities have yet to ensure a meaningful investigation into and full accountability for excessive use of force by security forces during clashes with protestors on March 1-2, 2008, following the disputed February presidential election. The clashes resulted in at least 10 deaths, including two security officials and eight protestors. Soon after the March events the police dismissed several top officials, although none was charged in relation to the violence. Officials claimed to have opened 200 internal inquiries into police conduct, but only four police officers have been charged in two separate cases for excessive use of force. The trials continue at this writing.

In September 2009 a parliamentary commission investigating the March 2008 events and dominated by the ruling Republican Party concluded that despite isolated incidents of excessive force, law enforcement actions had been "largely legitimate and proportionate." A separate fact-finding working group, with opposition participation, had been dismissed by President Serj Sargsyan in June.

More than 50 civilians were prosecuted in relation to the March violence, with some sentenced to lengthy prison terms. Although a June 19, 2009 presidential pardon released many, local human rights groups maintain that 17 opposition supporters remain imprisoned on politically motivated charges.

Torture and Ill-Treatment

Over 100 opposition supporters were detained following the March 2008 events, and many alleged physical abuse during apprehension, transfer to police station, and in detention. The Armenian Helsinki Association reported at least four cases of torture of opposition supporters in custody in 2009 related to investigation into the March 1 events.

Helsinki Citizens' Assembly (HCA)'s Vanadzor office reported five cases of torture and ill-treatment in police custody in 2009. Despite HCA's appeal to the relevant prosecutorial and judicial authorities, there have been no efforts to ensure accountability for these abuses.

Despite a June 2008 court order to reopen the investigation into the May 2007 death in custody of Levon Gulyan, prosecutors closed the case again in April 2009. Gulyan was found dead after police arrested and interrogated him. The authorities allege that while being held for questioning, Gulyan jumped from a second-story window of a police station while trying to escape, a claim denied by Gulyan's relatives who believe he was tortured.

Municipal Elections

Although election observers from the Council of Europe's Congress of Local and Regional Authorities (CLRAE) stated that the May 31, 2009 Yerevan City Council elections were broadly in compliance with European standards, they also documented cases of intimidation of party proxies and domestic observers by unidentified persons. Unidentified assailants attacked opposition newspaper journalists Gohar Veziryan (IV Estate), Tatev Mesropyan (Hayq), and Marine Kharatyan (Zhamanak), and prevented them from accessing polling stations. The journalists complained to police, and the investigation is still ongoing.

Media Freedom

On May 6, 2009, two unknown assailants attacked Nver Mnatsakanyan, anchor for the private television station Shant, near his home after work. A week earlier, Argishti Kvirikyan, editor for the Armenia Today online news agency, was attacked in similar circumstances and hospitalized with severe injuries. On November 17, 2008, an unknown assailant attacked Edik Baghdasaryan, the editor of the online news magazine Hetq and chairman of the Investigative Journalists' Association. He was hospitalized with a concussion. No conclusive investigations followed any of these incidents. In April 2009 the Organization for Security and Co-operation in Europe (OSCE) representative on freedom of the media, Miklos Haraszti, urged the authorities to swiftly investigate the attacks.

Despite the June 2008 decision of the European Court of Human Rights finding Armenia in violation of article 10 (freedom of expression) of the European Convention on Human Rights (ECHR) in relation to A1+, an independent television station, A1+ has not been able to resume broadcasting due to a suspension in all new licensing until digitalization of frequencies, due in 2010.

Parliament amended broadcasting laws in April 2009. The OSCE positively assessed some of the amendments, including those that ensure greater transparency regarding approval for broadcast licenses. However, it also criticized the amendments for failing to ensure political and ideological pluralism of the licensing body, the Council for Public Television and Radio, whose members are appointed by the president.

In August the authorities released Arman Babajanyan, editor of the independent newspaper Zhamanak Yerevan, from prison for health reasons. Babajanyan was convicted in 2006 of forging documents in order to evade compulsory military service and served most of a three-and-a-half-year sentence.

Freedom of Assembly

The authorities continue to restrict freedom of assembly by frequently denying requests to hold rallies, usually on technical grounds. Out of 84 opposition requests for demonstrations and rallies, only 28 were granted. Opposition parties and some NGOs allege particular difficulties in securing meeting venues for indoor events.

In July three youth opposition activists, Tigran Arakelyan, Sahak Muradyan, and Herbert Gevorgyan, were hospitalized after plainclothes security officials attacked them in downtown Yerevan. The activists were publicizing a rally for the opposition Armenian National Congress. Arakelyan was later charged with hooliganism and grave abuse against law enforcement personnel, and remanded to two months pretrial custody, but was released in October pending trial. In September Gevorgyan was convicted of causing minor bodily injury and sentenced to one year in prison and fined, but amnestied. Muradyan is under investigation for hooliganism.

Human Rights Defenders

While monitoring the May Yerevan City Council elections, Arshaluys Hakobyan of the Armenian Helsinki Association was expelled from a polling station. A few days after filing a complaint about this incident with the authorities, police appeared at his home to summon him for questioning. After an argument over his signature on the summons, police arrested Hakobyan for allegedly resisting authority. Hakobyan alleges he was then beaten and ill-treated in custody. Although he filed a complaint and testified to his ill-treatment during his September trial on the charge of resisting authority, the police have failed to comprehensively investigate the claim. Hakobyan remains in custody.

Mariam Sukhudyan, whose activism primarily relates to environmental concerns, in November 2008 publicized on a national television program the case of two girls who alleged sexual harassment at their Yerevan school. Police charged Sukhudyan with falsely reporting a crime. Human rights activists believe the charges are designed to intimidate Sukhidyan in retaliation for her environmental work.

The investigation into the May 2008 attack on Armenian Helsinki Association Chairman Mikael Danielyan was halted allegedly for lack of criminal intent. Danielyan was wounded when an assailant shot him from a pneumatic gun, following an argument. Danielyan's appeal against the decision to close the investigation is pending at this writing.

Key International Actors

In May 2009 Armenia and the European Union signed a Joint Declaration on Eastern Partnership. Armenia is already part of the European Neighbourhood Policy (ENP), which pledges significant financial and other assistance. The April ENP Action Plan progress report commended Armenia for certain progress, but expressed concerns about repercussions of the February 2008 presidential election.

In June the Millennium Challenge Corporation (a United States government program for reducing rural poverty) decided to take US$64 million out of an original US$235.6 million budget for road reconstruction, citing the Armenian government's failure to meet the program's "eligibility criteria" on civil rights. The fund was originally suspended following the March 2008 events.

The Parliamentary Assembly of the Council of Europe (PACE) has adopted four resolutions on Armenia since the March 2008 events, setting concrete benchmarks for addressing human rights concerns. In its June 2009 session PACE welcomed incremental progress in meeting the benchmarks, but decided to remain seized of developments.

The Council of Europe also issued a report in September 2009 on the situation of minority languages in Armenia, in which it called upon the authorities to "develop a structured policy to make available sufficient teacher training and updated teaching materials in Assyrian, Yezidi and Kurdish at all education levels."

In December 2008 the European Court of Human Rights found Armenia in violation of article 3 (the prohibition against inhuman or degrading treatment), article 6 (the right to a fair trial), and article 2 of protocol 7 (the right to appeal) of the ECHR in relation to three participants of opposition protests following the February-March 2003 presidential election. The men were detained in cramped and unsanitary detention cells without bedding and with restricted access to toilet facilities. During their trial, the judge heard their cases only very briefly.

In its January 2009 concluding observations, the United Nations Committee on the Elimination of Discrimination against Women urged the government, among other things, to enact a gender equality bill, which would establish a national machinery for the advancement of women.

Համարյա անիրագործելի հանձնարարականներ ՄԱԿ-ի իրավապաշտպանների հարցերով զեկուցողի կողմից

Հայտարարություն ըստ www.tert.am-ի նյութերի

Ավարտելով Հայաստան կատարած իր այցելությունը՝ ՄԱԿ-ի իրավապաշտպանների հարցերով Հատուկ զեկուցողը` Մարգարեթ Սեկագիան, հրապարակել է հայտարարություն, որում մի շարք առաջարկություններ է անում։ Ստորև ներկայացվում է հայտարարությունը.

«Ցանկանում եմ շնորհակալություն հայտնել Հայաստանի կառավարությանը 2010թ հունիսի 14-18ը ինձ հրավիրելու համար` անց կացնել փաստահավաք առաքելություն, և դրա ընթացքում ցուցաբերած լիաթոք համագործակցության համար: Ես հանդիպեցի վարչապետի և գործադիր իշխանության այլ բարձրաստիճան պաշտոնյաների, սահմանադրական և վճռաբեկ դատարանների նախագահների, խորհրդարանի անդամների և ոստիկանության պետի տեղակալի հետ: Ես նաև հանդիպումներ ունեցա Երևանում ՄԱԿ-ի գործակալությունների հետ և, վերջապես, առաքելության ամբողջ ընթացքում հանդիպումներ ունեցա Հայաստանի քաղաքացիական հասարակության լայն և բազմազան շերտերի հետ: Շնորհակալ եմ իմ բոլոր զրուցակիցներին իրենց փորձը ինձ հետ կիսելու պատրաստակամության համար: Ցանկանում եմ նաև իր երախտագիտությունը հայտնել մշտական համակարգողին և երկրում ՄԱԿ-ի ամբողջ թիմին իրենց ցուցաբերած օժանդակության համար:

Ողջունելով Հայաստանի հանձնառությունը մարդու իրավունքների նկատմամբ հարգանք ապահովելու գործում, ինչի մասին վկայում է մարդու իրավունքների վերաբերյալ մի շարք միջազգային փաստաթղթերի վավերացումը, միևնույն ժամանակ փաստում եմ, որ առկա են նաև Հայաստանի կառավարության և իրավապահ մարմինների առջև ծառացած մարտահրավերներ:

Թեպետ ժամանակ կպահանջվի ինձ հասու դարձած տեղեկատվության մեծ ծավալը ուսումնասիրելու, վերլուծելու և կառավարության, իրավապապաշտպանների և այլ շահագրգիռ կողմերի հետ ստացված տեղեկատվության վերաբերյալ հետագա խորհրդափոխանակության համար, կցանկանայի ներկայացնել մի շարք նախնական դիտողություններ և առաջարկներ:

Կցանկանայի կրկնել ՀՀ վարչապետի հետ հանդիպման ընթացքում հնչեցրած իմ խնդրանքը` ծաղկուն, բազմակարծիք և ժողովրդավարական հասարակություն ապահովելու համար իրավապաշտպանների դերակատարումը և կարևորությունը հրապարակավ ընդունելու վերաբերյալ:

Գոհունակություն հայտնելով կառավարությանը` Մարդու իրավունքների պաշտպանի ինստիտուտը ստեղծելու և Մարդու իրավունքների պաշտպանին` ցայսօր կատարված աշխատանքի կապակցությամբ, կոչ եմ անում կառավարությանը, քաղաքացիական հասարակությանը և ՄԻՊ գրասենյակին ճանաչել մարդու իրավունքների պաշտպանի հայ հասարակության մեջ կարևոր դերակատարումը:

Որպես օրինակ, նման դերակատարման հեռանկարային կարևորության մասին է վկայում ՀԿ-ների մասին օրենքում փոփոխություններ և լրացումների դեմ քաղհասարակության ջանքերին ցուցաբերած աջակցությունը: Այս կապակցությամբ, հորդորում եմ կառավարությանը ևս մեկ անգամ անդրադառնալ ՀԿ-ների մասին օրենքում փոփոխություններ և լրացումներ կատարելու անհրաժեշտությանը:

Միևնույն ժամանակ, կցանկանայի շեշտել Մարդու իրավունքների պաշտպանի գրասենյակին հասու ֆինանսական և նյութական միջոցների ավելացման կարևորությունը` լիազորություններն առավել արդյունավետ կերպով իրականացնելու համար: Անհրաժեշտ է նաև վերջինիս գրասենյակում հնարավորին չափ արագ սահմանել իրավապաշտպանների գործերով հատուկ հարթակ և պաշտոն:
Մտահոգություն են առաջացնում Հայաստանում խաղաղ հավաքների ազատության լուրջ սահմանափակումները: Թեպետ իշխանությունների կողմից սահմանված կարգավորումն օրինական է, ստացել եմ տեղեկություններ իրավապահ մարմինների կողմից անհարկի և կամայական սահմանափակումներ կիրառելու մասին: Ժողովրդավարական հասարակությունում խաղաղ, բաց և հրապարակային ցույցեր անցկացնելու իրավունքը պետք է հասու լինի բոլոր անհատներին, առանց անհարկի սահմանափակումների: Նշում եմ նաև հաղորդումներն այն սահմանափակումների մասին, որոնք պարտադրվում են ոչ բացօթյա ժողովների` հանդիպումների և կոնֆերանսների, որոնց համար տարածք պատվիրելիս և որոնց մասնակցելիս իրավապաշտպանները բախվում են դժվարությունների:

Ինձ լրացուցիչ մտահոգում են հավաքների ազատության անդրադարձերը Հայաստանում ընտրությունների համատեքստում: Ինչպես արդեն նշել եմ իմ վերջին թեմատիկ զեկույցում, նվիրված իրավապաշտպանների անվտանգությանն ու պաշտպանությանը, որը ներկայացվել էր Մարդու իրավունքների խորհրդին 2010 թ. մարտին, ընտրությունների նախօրեին, ընթացքում և դրանցից հետո հաճախ լարվածություն է առաջանում, որը կարող է հանգեցնել մարդու իրավունքների լուրջ և մտահոգրչ խախտումների, լրջորեն անդրադառնալով քաղաքացիական հասարակության անվտանգությանը:

Այս կապակցությամբ, ուզում եմ հիշեցնել, որ ըստ քաղաքական և քաղաքացիական իրավունքների միջազգային դաշնագրի դրույթների, յուրաքանչյուր ոք իրավունք ունի, առանց խտրականության, արդյունավետ մասնակցել պետական գործերին, որը ներառնում է քննադատություն արտահայտելու և առաջարկներ ներկայացնելու իրավունքը հանուն պետական մարմինների, գործակալությունների և այլ հաստատությունների գործունեության բարելավման: Այսօրինակ մասնակցությանը օժանդակում է արտահայտման, ժողովների և միությունների ազատության իրականացումը:

Ելնելով իմ ստացած տեղեկություններից իրավապաշտպանները և, մասնավորապես` լրագրողները, արտահայտման ազատության իրենց իրավունքն իրականացնելիս բախվում են ֆիզիկական ռիսկերի ենթարկվելու հնարավորությանը: Որպես հետևանք, Հայաստանում, ըստ ամենայնի, տարածվում է ինքնագրաքննությունը: Ցանկանում եմ իմ ձայնը միացնել նրանց, ովքեր արդեն իսկ լուրջ մտահոգություններ են արտահայտել հեռուստատեսության և ռադիոյի մասին օրենքի փոփոխությունների և լրացումների կապակցությամբ: Նախագահի կողմից ստորագրվելու դեպքում այս լրացումներն ու փոփոխությունները էլ ավելի կսահմանափակեն և լրջորեն կխոչընդոտեն հայ հասակարությանը հասանելի ձայների և կարծիքների բազմազանությանը:

Վերը նշված իրավունքների իրականացման առումով անհանգստացած եմ իրավապաշտպանների, մասնավորապես լրագրողների նկատմամբ բռնության, հարձակումների, սպառնալիքների, հետապնդումների և խարանի փաստագրված դեպքերի կապակցությամբ: Այս դեպքերն ի ցույց են դնում Հայաստանում անպատժելիության մշակույթի ակնհայտ առկայությունը, որը խոչընդոտում է իրավապաշտպանների աշխատանքը: Այսօրինակ անպատժելիությունը, ըստ ամենայնի, սերտորեն առնչվում է ոստիկանության համակարգում արմատավորված խնդիրներին և անկախ դատական համակարգի պակասին:

Այս կապակցությամբ ցանկանում են ընդգծել, որ անհրաժեշտ է իրականացնել արագ, հանգամանալից և թափանցիկ հետաքննություն մարդու իրավունքների խախտման բոլոր դեպքերի, մասնավորապես` լրագրողների վրա հարձակումների, վերաբերյալ, նպատակ ունենալով ստեղծել ապահով և նպաստող միջավայր, որում իրավապաշտպանները կծավալեն իրենց գործունեությունը: Այդօրինակ խախտումների մի օրինակ է այն, որ 2008 թ. Նախագահական ընտրություններին հաջորդած ողբերգական դեպքերն ու սպանությունները չեն քննվել: Հետաքննությունը պետք է նախաձեռնվի նպատակ ունենալով իմաստավորված և արդյունավետ հետապնդում նախաձեռնել, ըստ միջազգային իրավական չափանիշների, ներառյալ` Իրավապաշտպանների վեաբերյալ ՄԱԿ-ի հռչակագիրը:

Ողջունելով արդեն իսկ նախաձեռնված ջանքերը, ցանկանում եմ շեշտել, որ անհրաժեշտ է որոշումներ ընդունելու գործընթացում լիարժեք խորհրդակցել և ներառնել քաղաքացիական հասարակության և իրավապաշտպանների տեսակետները, ներառյալ օրենսդիր, համազգային քաղաքականությունների մշակման, Խոշտանգումների դեմ կոնվենցիայի կամընտիր արձանագրության ներքո գործող կանխարգելիչ ազգային մեխանիզմի և տարածաշրջանային ու միջազգային մարդու իրավունքների մեխանիզմներին զեկուցելու գործում: Հորդորում են թե´ իշխանություններին և թե´ քաղաքացիական հասարակությանը ծավալել կառուցողական երկխոսություն`երկրի ժողովրդավարական զարգացման համար առանցքային կարևորություն ունեցող հարցերի շուրջ:

Մասնավորապես, կարևոր եմ համարում, որ իրավապաշտպանների յուրահատուկ կարիքները, ներառյալ` կանանց և սեռական փոքրամասնությունների (LGBT) իրավապաշտպաններինները, արտացոլվեն Մարդու իրավունքների ազգային գործողությունների ծրագրում: Ավելին, ցանկանում եմ շեշտել, որ Հայաստանի մասնակցությունը Համընդհանուր պարբերական վերանայման գործընթացում լավ առիթ է ընձեռում քաղաքացիական հասարակության ներառման համար Հայաստանի գնահատման շրջանակներում երկրի կողմից ստանձնած պարտավորությունների իրականացմանը հետևելու շարունակական և կայուն գործընթացում:

Հուսով եմ, որ իմ այցելությունը և պատրաստվելիք զեկույցը երկրում կխթանեն հետագա քննարկումներ և գաղափարների փոխանակում և կնպաստեն կառավարության և իրավապաշտպանների միջև երկխոսության և հարաբերությունների բարելավմանը: Վստահություն կառուցելն ու երկխոսություն խթանելը բազմակողմ գործընթաց է, որը բոլոր կողմերից պահանջում է համագործակցության կամք և փոխադարձ հարգանք:

Նախնական առաջարկներ

Ելնելով մինչ այժմ ձևավորված իմ կարծիքից, ցանկանում եմ կատարել հետևյալ առաջարկները:

Անհրաժեշտ է.

Հրապարակայնորեն ընդունել իրավապաշտպանների դերը և կարևորությունը բարգավաճ, բազմակարծությամբ ժողովրդավարական հասարակության մեջ:

Կառուցել վստահություն և քաջալերել երկխոսություն, հենվելով բոլոր շահագրգիռ կողմերի համագործակցության և փոխադարձ հարգանքի հանուն քաղաքացիական հասարակության և ԶԼՄ-ների հզորացման, որպեսզի վերջիններս ժողովրդավարական գործընթացում իմաստալից դեր խաղան:

Երաշխավորել ոչ խտրական հիմքերով արդյունավետ մասնակցություն պետական գործերին, որը ներառում է քննադատություն արտահայտելու և առաջարկներ ներկայացնելու իրավունքը հանուն պետական մարմինների, գործակալությունների և այլ հաստատությունների գործունեության բարելավման:

Որոշումներ ընդունելու գործընթացում լիարժեք խորհրդակցել և ներառել քաղաքացիական հասարակության և իրավապաշտպանների տեսակետները, ներառյալ օրենսդիր, համազգային քաղաքականությունների մշակման և տարածաշրջանային ու միջազգային մարդու իրավունքների մեխանիզմներին զեկուցելու գործում:

Ներառել քաղաքացիական հասարակությունը Համընդհանուր Պարբերական Վերանայման գործընթացում Հայաստանի գնահատման շրջանակներում կատարված առաջարկների իրականացմանը հետևելու շարունակական և կայուն գործընթացում:

Մարդու իրավունքների ազգային ծրագրում անդրադառնալ իրավապաշտպանների հատուկ կարիքներին, ներառյալ` կանանց և սեռական փոքրամասնությունների (LGBT) իրավապաշտպաններինը:

Երաշխավորել, որ գոյություն ունեցող օրենքները և կանոնակարգերը լիակատար, ժամանակին և արդյունավետ իրավակիրարկվում են, ըստ Հայաստանի միջազգային պարտավորությունների: Սույն պարտավորությունը վերաբերում է նաև ՏԻՄ-երին:

Երաշխավորել, որ խաղաղ, բաց և հրապարակային ցույցերի իրավունքը ազատորեն վայելվի բոլոր անհատների կողմից, առանց անհարկի սահմանափակումների:

Անց կացնել արագ, հանգամանալից և թափանցիկ հետաքննություն մարդու իրավունքների խախտման բոլոր դեպքերի, մասնավորապես` լրագրողների վրա հարձակումների, նպատակ ունենալով ստեղծել ապահով և նպաստող միջավայր, որում իրավապաշտպանները կծավալեն իրենց գործունեությունը:

Երաշխավորել, որ հետաքննությունը իրականացվում է նպատակ ունենալով իմաստավորված և արդյունավետ հետապնդում նախաձեռնել, ըստ միջազգային իրավական չափանիշների, ներառյալ` Իրավապաշտպանների վերաբերյալ ՄԱԿ-ի հռչակագիրը:

Ոստիկանությունում իրականացնել համապարփակ բարեփոխումների ծրագիր, անմիջապես քայլեր ձեռնարկել ապահովելու դատաիրավական համակարգի լիակատար անկախությունն ապահեվելու ուղղությամբ, և բարեփոխել արդարադատության իրականացումը: Սա պետք է իրականացվի ընդարձակ հակակոռուպցիոն ռազմավարության իրականացմանը զուգընթաց, որպեսզի ապահովվի պետական կառույցների ընդհաշվետվությունը:

Ճանաչել Հայաստանի հասարակությունում Մարդու իրավունքների պաշտպանի, որպես կարևոր դերակատարի, նշանակությունը:

Հզորացնել Մարդու իրավունքների պաշտպանի գրասենյակի ֆինանսական և նյութական ապահովությունը, վերջինիս կողմից իր մանդատն ավելի արդյունավետ իրականացնելու նպատակով:

Հնարավորինս արագ Մարդու իրավունքների պաշտպանի գրասենյակում հաստատել իրավապաշտպանների համար նախատեսված հատուկ հարթակ (պատասխանատու):

Վերանայել հասարակական կազմակերպությունների օրենքում նախատեսվող փոփոխությունների և լրացումների նպատակահարմարությունը:

Հեռուստատեսության և ռադիոյի օրենքում առաջարկված փոփոխություններում և լրացումներում լիարժեք կերպով արտացոլել քաղհասարակության և միջազգային փորձագետների կարծիքները:

Ծավալել քաղաքացիական իրազեկության և մարդու իրավունքների կրթական ծրագրեր, նպատակ ունենալով խթանել հանդուրժողականությունը և հարգանքը մարդու իրավունքների հանդեպ, ինչպես նաև` երաշխավորել անձի արժանապատվությունը և հարգանքը նրա հանդեպ:

Հայերեն թարգմանել և լայնորեն տարածել Իրավապաշտպանների վեաբերյալ ՄԱԿ-ի հռչակագիրը:

Առաջարկում եմ նաև, որ միջազգային հանրությունը ավելի արդյունավետ համագործակցի և համակարգի քաղաքացիական հասարակությանը օժանդակելու իր ջանքերը, որոնք ուղղված են ամուր ցանցերի և կոալիցիաների զորացմանը, ունակությունների զարգացմանը, և խթանի միասնությունը փոխադարձ հետաքրքրություն ներկայացնող նյութերի շուրջ»:

Հատուկ զեկուցողը իր զեկույցը կներկայացնի ՄԱԿ-ի Մարդու իրավունքների հանձնաժողովի 16-րդ նիստին, 2011թ. մարտին, և լրացուցիչ առաջարկներ կներկայացնի կառավարության և այլ շահագրգիռ կողմերի ուշադրությանը:

Մարգարետ Սեկագիան իրավաբան է Ուգանդայից, որը 2008 թ. մարտին ՄԱԿ-ի Մարդու իրավունքների հանձնաժողովի կողմից նշանակվել է որպես Հատուկ զեկուցող: Նա անկախ է որևէ կառավարությունից և հանդես է գալիս իր անձնական ունակությամբ:

Քննարկելով «Դիլիջան» միջազգային դպրոցի նախաձեռնողների բաց նամակը, ուղղված Հանրային Խորհրդին, մենք` 2010 թ. օգոստոսի 4-ին Գյումրու ժուռնալիստների «Ասպարեզ» ակումբում հավաքված ժողովի մասնակիցներս հայտնում ենք մեր մտահոգությունը եւ առաջարկները`

ա. բարձրակարգ օտարալեզու դպրոցը բազմաթիվ բացասական հետևանքներ կունենա դեռ կայացման ընթացքում գտնվող հայալեզու միջնակարգ կրթական համակարգի համար.

բ. հայերեն լեզվով այդ ծրագրի, ինչպես նաև այլ բարձրորակ միջազգային կրթական ծրագրերի, իրականացման դեպքում, ՀՀ միջնակարգ կրթական համակարգը զերծ կմնա այդ վտանգներից, եւ ընդհակառակը` հնարավորություն կստանա զարգացման մի նոր փուլ մտնել.

С 1 июля 2010 года иностранные граждане могут получить патент на осуществление трудовой деятельности у физических лиц.

С 1 июля 2010 года вступает в силу Федеральный закон N 86-ФЗ "О внесении изменений в Федеральный закон "О правовом положении иностранных граждан в Российской Федерации" и отдельные законодательные акты Российской Федерации" от 19 мая 2010 года. Данным Федеральным законом введено понятие «патент».
Порядок получения патента определен п.1 ст.13.3 Федерального Закона от 25 июля 2002 года № 115 – ФЗ «О правовом положении иностранных граждан в Российской Федерации» (введена Федеральным законом от 19.05.2010 № 86-ФЗ).
Граждане Российской Федерации имеют право привлекать к трудовой деятельности по найму на основании трудового договора или гражданско-правового договора на выполнение работ для личных, домашних и иных подобных нужд, не связанных с осуществлением предпринимательской деятельности, законно находящихся на территории Российской Федерации иностранных граждан, прибывших в Российскую Федерацию в порядке, не требующем получения визы, при наличии у каждого такого иностранного гражданина патента, выданного в соответствии с настоящим Федеральным законом.
Для получения патента законно находящийся на территории Российской Федерации иностранный гражданин, прибывший в Российскую Федерацию в порядке, не требующем получения визы, представляет в территориальный орган федерального органа исполнительной власти в сфере миграции:
1. заявление о выдаче патента;
2. документ, удостоверяющий личность данного иностранного гражданина и признаваемый Российской Федерацией в этом качестве;
3. миграционную карту с отметкой органа пограничного контроля о въезде данного иностранного гражданина в Российскую Федерацию или с отметкой территориального органа федерального органа исполнительной власти в сфере миграции о выдаче данному иностранному гражданину указанной миграционной карты;
4. документы, подтверждающие уплату налога на доходы физических лиц в виде фиксированного авансового платежа в порядке, установленном законодательством Российской Федерации о налогах и сборах, за предыдущий период осуществления трудовой деятельности у физических лиц на основании патента;
5. сведения о видах трудовой деятельности у физических лиц, осуществлявшейся таким иностранным гражданином, представляемые по форме, утверждаемой федеральным органом исполнительной власти в сфере миграции.
При первичном обращении за выдачей патента документы, указанные в подпунктах 4 и 5 пункта 2 настоящей статьи, не представляются.
Необходимо отметить, что патент выдается на срок от одного до трех месяцев. Срок действия патента может неоднократно продлеваться на период не более трех месяцев. При этом общий срок действия патента с учетом продлений не может составлять более двенадцати месяцев со дня выдачи патента. Срок действия патента считается продленным на период, за который уплачен налог на доходы физических лиц в виде фиксированного авансового платежа. В ином случае срок действия патента прекращается со дня, следующего за последнем днем периода, за который уплачен налог.

Հարգելի պարոնայք,

Մեր ունեցած փաստերը, մեզ թույլ են տալիս հայտարարել, որ Գյումրիում քաղաքաշինական բիզնեսը վաղուց արդեն չի ենթարկվում պատշաճ վերահսկողության համապատասխան կառույցների կողմից եւ քաղաքի պատմական կենտրոնում վերականգնումն ու կառուցապատումը վերածվել է պաշտոնյաների անձնական հայեցողությամբ տարածքներ վաճառելու եւ երկարաժամկետ վարձակալությամբ տրամադրելու մոլուցքի:

Շարունակելով քաղաքի պատմական կենտրոնի կետային կառուցապատումը` խախտելով բոլոր հնարավոր քաղաքաշինական եւ բնապահպանական նորմերը, Գյումրու քաղաքային իշխանությունները պարզապես արհամարհում են քաղաքի գլխավոր հատակագիծ եւ գոտիավորման նախագիծ կոչված փաստաթղթերը ու Գյումրու հասարակական կարծիքը: Մանավանդ, սա տեղի է ունենում այն դեպքում, երբ ըստ ՀՀ Կառավարության որոշման, Գյումրի քաղաքի պատմական միջուկը հայտարարված է որպես «Կումայրի» պատմաճարտարապետական արգելոց եւ պետության կողմից, իբր, ենթակա է հատուկ պահպանության:

Վերը նշված քաղաքականության հերթական զոհը Գյումրու Արագած փողոցն է: Երկրաշարժի զոհերի հիշատակի հուշարձանի մոտ, կանաչ տարածքում փորվել է մի մեծ փոս (տեսեք կից լուսանկարները), որը իբրեւ թե արվել է ժամանակավոր շինություն կառուցելու համար: Այնինչ իրականում 300մ2 մակերեսով տվյալ տարածքը, երկարաժամկետ (99 տարով) վարձակալության է տրվել Գյումրու քաղաքացիներից մեկին` կառուցապատման թույլտվությամբ, այն դեպքում, երբ ըստ Գյումրի քաղաքի գլխավոր հատակագծի, տվյալ հողամասը հանդիսանում է հասարակական օգտագործման կանաչ տարածք եւ այդտեղ արգելված է կապիտալ շինարարությունը:

Ըստ Գյումրի քաղաքի պատմական կենտրոնի գոտիավորման նախագծի` հասարակական օգտագործման կանաչ գոտիներում թույլատրվում է տեղադրել մանրածախ առեւտրի խանութներ, տաղավարներ, կրպակներ, բայց ոչ կապիտալ շինություններ: Իսկ կրպակներ ու տաղավարներ կարելի է տեղադրել միայն այն դեպքում, երբ պահպանված են կառուցապատման չափորոշիչները, մասնավորաբար, երբ հողամասի նվազագույն կանաչ ծածկույթը կազմում է 70%, ինչն այս դեպքում չի պահպանվել:

Բացի վերոհիշյալը, այս դեպքում քաղաքաշինական գործունեությունը սկսվել է առանց կենսագործունեության միջավայրի ծրագրվող փոփոխությունների մասին Գյումրու հասարակությանը իրազեկելու, ինչով Գյումրու քաղաքապետարանը խախտել է քաղաքաշինական ծրագրերի եւ նախագծերի հրապարակման ու հասարակական քննարկման կարգը, Օրհուսի համաձայնագիրը, ՀՀ Կառավարության 1998թ. հոկտեմբերի 28-ի թիվ 660 որոշումը եւ մի շարք այլ իրավական ակտերի պահանջները:

Այսպիսով, մենք` ներքոստորագրյալներս, գտնում ենք, որ Գյումրու տեղական ինքնակառավարման մարմինը Արագած փողոցի նշված հատվածը վարձակալության տալու համար մրցույթի է դրել եւ հատկացրել է կառուցապատման` մասնավոր շահը վեր դասելով հանրային շահից: Ընդհանուր օգտագործման կանաչ տարածքների այսօրինակ այլանդակ տնօրինումը Գյումրու ՏԻՄ-ի կողմից հակասում է քաղաքի բնակչության օրինական շահերին, գլխավոր հատակագծի եւ գոտիավորման նախագծի պահանջներին եւ շարունակում է քաղաքի կենտրոնում կանաչ տարածքների ոչնչացման տարիներ ձգվող քաղաքականությունը:

Շարունակելով քաղաքի պատմական միջուկում կանաչ տարածքների նկատմամբ անհասկանալի թշնամանքի քաղաքականությունը, քաղաքային իշխանությունը պարբերաբար մատնացույց է անում իր կազմակերպած ծառատունկները, որոնց թվաբանությունը լուրջ ընդունելու դեպքում պիտի համարենք, որ արդեն սաղարթախիտ անտառներում կամ ջունգլիներում ենք ապրում: Այնինչ իրականությունը բոլորովին այլ է. Այստեղ օդում փոշու քանակությունը մնում է ամենաբարձրերից մեկը Հայաստանում (ՍԹԿ-ն գերազանցում է միջինը 2 - 2,5 անգամ, վերջին 5 տարվա ընթացքում, ըստ ՀՀ ԲՆ «Հայէկոմոնիտորինգ» ՊՈԱԿ-ի տվյալների), հասարակական օգտագործման կանաչ տարածքները` քաղաքի ընդհանուր մակերեսի համեմատ` ամենացածրերից մեկն է Հայաստանում (2009թ. տվյալներով կազմում է ընդամենը 131,8 հա, մեկ շնչին ընկնող մակերեսը կազմում է 9 մ2, բայց ըստ «ՀՀ բնակավայրերի կանաչ գոտիների չափերին ու կազմությանը ներկայացվող պահանջների» պետք է կազմի առնվազն 16-21մ2, (Ա.Խաչատրյանի թեկնածուական ատենախոսություն)): Հստակ տպավորություն ունենք, որ քաղաքի կառուցապատումը իրականացվում է ոչ թե հասարակության համար հարմարավետ կենսամիջավայր ստեղծելու, այլ մի խումբ անձանց ու պաշտոնյաների փառասիրությունը, նեղ անձնական շահերը բավարարելու եւ անճաշակությունն ի ցույց դնելու սկզբունքով:

Պարոնայք, դիմում ենք ձեզ, պահանջելով` միջամտել ու ստիպել դադարեցնել Գյումրու Արագած փողոցում իրականացվող շինարարությունը, պարտադրել տեղական իշխանություններին Արագած փողոցում վերականգնել հիշյալ փոսը փորելուց առաջ եղած վիճակը, հրատապ կանաչապատել այն եւ հետագայում կանխել Գյումրու քաղաքի գլխավոր հատակագծով ու գոտիավորման նախագծով սահմանված չափորոշիչների խախտումները Գյումրու ՏԻՄ-ի կողմից, թույլ չտալ, որ աղավաղվի «Կումայրի» պատմաճարտարապետական արգելոցի տարածքում գտնվող այս փողոցի` վերոհիշյալ փաստաթղթերով նախատեսված քաղաքաշինական տեսքը:

Elderly Pensioners' Rights for Healthcare in Shirak Region in the Frame of the State Benefit Package


'The Republic of Armenia is a sovereign, democratic state,
based on social justice and the rule of law.'
Article 1, Constitution of RoA

Each person has the right of receiving healthcare and services as well as of free healthcare stipulated by the law. In addition to this, the UN International Covenant on Economic, Social and Cultural Rights specifies the following in Article 12 of Part II: "The State Parties to the Present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. The steps to be taken by the State Parties to the Present Covenant to achieve the full realization of this right shall include those necessary for the creation of conditions which would assure to all medical service and medical attention in the event of sickness". The 'Law of RoA on State Pensions" adopted on November 19, 2002, specifies a number of types of state pensions, particularly the one that provides for life old-age pensions for citizens who are 65 years old.
On November 23, 2006 the Government adopted Decree N17171 which specified the list of social groups of population and diseases that are eligible for obtaining medicine free of charge or by discount. Single, not working pensioners and families consisting of only not working pensioners (including those that have dependent minors) are entitled to 50% discount for medicines in case of illness, while not working pensioners receive medicines with 30% of discount. If the old-age pensioner suffers a disease which is on the list specified in Decree N 1717, then the State provides those medicines free of charge. Decree of the Government N 318 of March 4, 2004, specifies the list of socially vulnerable and special groups of population whom the Government guarantees free health care and services. Old-age pensioners are not included on the list as a separate category.
Observations
The following healthcare facilities were furnished with ramps: Abajyan Center for Family Healthcare, G. Gulbenkian Surgical Hospital, and Akhuryan Medical Center. The other five institutions did not have ramps and the examination rooms were located on the second floor. This creates difficulties for old people as there are no elevators to go upstairs. The monitoring group witnessed in Artik Medical Center how several elderly persons were struggling to get up to the second floor with the help of crutches to see the general practitioner. To our question whether it was not difficult for them to climb up the stairs, the pensioners answered that even if they reach the second floor there is a chance that the doctor is not there. "Maybe he will be there but will not have time for us and in that case we will have to make this way for the second or even third or fourth time." From all observed medical institutions only the Gulbenkian Surgical Hospital and the Akhuryan Medical Center had located information boards notifying visitors about benefits and provision of free healthcare services and medicines to old-age pensioners. These information boards were well legible. One or two boards were found in other observed institutions too, but they were located in dark corridors while the script was too small to be read. Examination rooms in all facilities were lit well but the same cannot be said about the passages that led to the rooms. There was little light in all observed facilities. At the moment when the group was carrying out monitoring at the "Samaritan" hospital, the ambulance brought in an old patient on a stretcher and put the stretcher in the lobby waiting for someone to come and take the patient to the third floor. This shows that the service of old-age patients is not carried out at due level.

Conclusions
Monitoring showed that in Guimri, Artik, Akhurian communities of Shirak region the rights of old-age pensioners of healthcare within state basic benefit package are not protected fully.

• The list of conditions in the benefit package does not fully coincide with the needs of old- age pensioners.
• The quality and quantity of medicine provided to the pensioners are not satisfactory, their expiry dates are short.
• Physical conditions of the buildings are not easily accessible for people above 65 years of age who are the main visitors of such facilities.
• Healthcare facilities are not well equipped which is one of the reasons why the service to the old age pensioners is not of good quality.
• Because of poor professional level, old age pensioners often do not trust the healthcare practitioners.
• The attitude of healthcare practitioners towards visitors is not caring; the quality of services is low.
• The cases of unofficial payments are many, while the pensions are hardly enough only for most basic needs.
• The level of awareness of the population is low, often people are not aware of their rights when it comes to receiving healthcare service.

«Մարդու իրավունքների կրթություն. Քայլ առաջ»

Հայաստանի Հելսինկյան կոմիտեն «Ուրբան» կայուն զարգացման հիմնադրամի հետ համատեղ Եվրոպական միության/ Եվրոպական հանձնաժողովի և ԵԱՀԿ երևանյան գրասենյակի աջակցությամբ 2009-2010 թթ. իրականացրեց «Մարդու իրավունքների կրթություն. Քայլ առաջ» ծրագիրը:
Ծրագրի հիմնական նպատակն էր բարձրացնել մարզային ոչ կառավարական կազմակերպություններում ընդգրկված ակտիվ դիրքորոշում ունեցող երիտասարդների դերը հասարակության կյանքում, նպաստել մարդու իրավունքների պաշտպանության ոլորտում նրանց գործունեության ակտիվացմանը:
Ծրագրի շրջանակներում կազմակերպվեցին մարդու իրավունքների վերաբերյալ չորս դասընթացներ` 4-5 օրյա տեևողությամբ հետևյալ թեմաներով.

Դասընթացների միջև ընկած ժամանակահատվածում մասնակիցները ձեռք բերած գիտելիքների և հմտությունների շնորհիվ կատարեցին գործնական աշխատանքներ, ուսումնասիրություններ և վերլուծություններ իրենց համայնքներում մարդու իրավունքների խախտումների վերաբերյալ` գրելով ակնարկներ, թե ինչպե´ս են տվյալ իրավունքները երաշխավորված օրենսդրորեն, և օրենքի որ դրույթներ են խախտվում:
Ծրագրի մասնակիցները, բաժանվաց վեց խմբի, երեք ամսվա ընթացքում իրականացրել են մոնիթորինգներ տարբեր թեմաների շուրջ Արագածոտնի, Լոռու, Սյունիքի, Վայոց Ձորի, Արարատի և Շիրակի մարզերում:
Շիրակի մարզից մասնակցում էին «Երաշխիք» Քաղաքացիական Հասարակության Կենտրոն ՀԿ-ի նախագահ` Սերգեյ Գաբրիելյանը և Հասարակայնության հետ կապերի բաժնի համակարգող` Գոհար Մկրտչյանը: Խմբի աշխատանքներին մասնակցում էր նաև «Երկինք» ՀԿ-ի անդամ Ցողիկ Հայրապետյանը:
Խումբն ուսումնասիրություններ կատարեց «Շիրակի մարզի կենսաթոշակառու ծերերի իրավունքների պաշտպանությունը առողջապահության ոլորտի պետպատվերի շրջանակներում» թեմայի շուրջ:
Մոնիթորինգի նպատակն էր նպաստել Շիրակի մարզի Գյումրի, Արթիկ, Ախուրյան համայնքների ծերության կենսաթոշակառուների առողջության իրավունքների պաշտպանությանը պետպատվերի շրջանակներում` նրանց հասանելիք անվճար դեղորայքի և բուժօգնության մասին տեղեկատվության մատչելիության բարելավմամբ:

Global Supplementary Grant Program for Doctoral Studies 2010-2011

GSGP offers supplementary grants to enable students from
select countries of Eastern and Central Europe, the former Soviet Union,
and Mongolia to pursue doctoral studies in the Humanities and Social
Sciences at accredited universities in Asia, Australia, Europe, the
Middle/Near East, and North America.

Eligibility:

GSGP is available to citizens of the following countries: Albania,
Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Kazakhstan,
Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia,

The Open Society Institute's Network Scholarship Programs is pleased to announce the Global Supplementary Grant Program (GSGP) for the 2009 – 2010 academic year.

GSGP offers supplementary grants to students from select countries of Eastern and Central Europe, the former Soviet Union, and Mongolia. The purpose of the program is to enable qualified students to pursue doctoral studies in the Humanities and Social Sciences at accredited universities in Asia, Australia, Europe, the Middle/Near East, and North America.

Eligibility
The Global Supplementary Grant Program is available to citizens of the following countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia, Serbia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

Students pursuing doctorates in the medical, physical, chemical, technical or natural sciences as well as fine or performing arts are not eligible for this grant.

* Engineering
* Hard & Natural Sciences (Physics, Biology, Chemistry, etc.)
* Mathematics
* Medical Sciences

GSGP grants are for students pursuing doctorate degrees only. Students admitted to master’s programs with the intent to continue, but who are not clearly admitted into a Ph.D. program, are ineligible.

Please note that this is a supplementary program not intended for full funding. Applicants must be able to demonstrate additional support from other sources.

World Bank’s Civil Society Fund

The World Bank Yerevan Office is pleased to invite application proposals under the World Bank’s Civil Society Fund (CSF, formerly known as the Small Grants Program). The size of an individual grant is the Armenian Dram equivalent of $8,000-10,000. Grants projects will be selected on a competitive basis, and will be available to local non-governmental, non-commercial organizations (NGOs) with at least two years of practical and active experience.
Applicant organizations are strongly encouraged to show cash or in-kind contribution commitment for the implementation of the project.

The grants will support activities whose primary objective is civic engagement –strengthening the voices of diverse groups and promoting inclusion and participation of a broad array of citizens’ initiatives in development policies and processes. Adherence to this objective will be an important criterion for potential award. The activities should:

* Promote public consensus and local ownership for reforms and for national poverty reduction and development strategies by creating knowledge-sharing networks, building common ground for understanding, encouraging government agencies, civil society, donor organizations and private sector cooperation, and sometimes even diffusing tensions;
* Give voice to the concerns of poor and marginalized groups, and help ensure that their views are factored into policy and program decisions;
* Strengthen and leverage impact of development programs, by providing local knowledge, identifying potential risks, targeting assistance, and expanding reach, also at the community level;
* Bring innovative ideas and solutions to development challenges at local level;
* Improve public transparency and accountability of development activities, contributing to the enabling environment for good governance;
* Reveal problems related to youth and organize discussions on the possible solution of these issues.

Projects may also include workshops and seminars, costs for publications or audio-visual materials. The program will not provide support for operational projects; research programs; formal academic training programs; ongoing institutional support; scholarships; or for individuals applying for travel or studies. Please note that the administrative expenses of the preparation of proposals will not be considered, and administration costs of the NGOs during program implementation must be strictly limited and fully justified.

The duration of the projects should be no longer than twelve (12) months. The estimated start date for the implementation of the grants will not be earlier than June 1, 2010.

Applications must be submitted to the World Bank Yerevan Office, in a hard copy, in Armenian and/or English. International Conference for NGOs

This is a Call for Participation in an INTERNATIONAL CONFERENCE OF NGOs holding from 10th April till the 20th of 2010 in London, United Kingdom where as many as 200 participants from across the world including Health Practitioners, Professionals in relevant fields, Lawyers, Psychologists, Women and Youth Development Groups, Government Officials, Donor Agencies and participating NGOs will meet to discuss issues pertaining to the Welfare of NGOs...and also to meet others like yourself; to learn, teach, inspire and being inspired. This event will be exploring the potential of a practical approach that will unleash and nurture the human capacity to create, collaborate and change positively, the world at large.

What are the objectives of this meeting? The meeting will provide a medium where participating individuals and NGOs will convene to address and discuss ways of improving key Humanitarian issues and topics with much emphasis on Human Rights, Gender Equality, Peace and Security, Social and Economic Development, Youth and Children, Health Education, Ethics and Value and Environmental Protection. Participating NGOs will have direct access to grants by International Donor Agencies.
The opening Lecture will be held by Dr. Mrs Artemis a Franco who is the President of the Center for Human Rights Research and Development, Maputo - Mozambique.

The program will include:
* Thought-provoking plenaries
* In-depth breakout and dinner sessions for strategy-development.
* Capacity and skills-building sessions; and
* Debates to stimulate discussion.

In addition to the main program, the meeting will also host book launches, artistic and cultural activities, exhibitions, plenty of space and opportunity for informal networking and alliance building. All plenaries and selected breakout sessions will have interpretation into English, Spanish and French.Who can participate? What happens if more than 200participants apply? Anyone who is a member of an NGO, Professionals in related fields, Students Unions,Lecturers of Universities and Community based organizations, the Clergy as well as women and youth development groups can apply to participate.

If more than 200 people apply (as we anticipate), a global selection committee will select a representative 200 from among the applicants. This committee will ensure that the participants at the meeting are truly international and represent a diverse range of interests, issues, and regions.

Միգրացիան մեր աչքերով ցուցահանդես Գյումրիում




Ս/թ մարտի 5-ին «Գյումրու Գեղագիտական Ազգային Կենտրոն»-ում «Հայաստանում միգրացիոն հոսքերի կառավարման հզորացում» ծրագրի շրջանակներում Շիրակի մարզի Միգրացիոն Տեղեկատվական Կենտրոնի նախաձեռնությամբ տեղի ունեցավ «Միգարցիան մեր աչքերով» նկարների ցուցահանդեսը: Ցուցահանդեսը նպատակ էր հետապնդում պարզել, թե ինչպես է պատկերացնում հասարակությունը "միգրացիա" կոչված երևույթը, ինչպես նաև հայ հասարակության մեջ բարձրացնել իրազեկության մակարդակը միգրացիայի մասին: Ցուցահանդեսին ներկայացված նկարներից երեքն արժանացավ մրցանակների:
Ծրագիրը իրականացնում է "People In Need" Չեխական միջազգային կազմակերպության հայաստանյան մասնաճյուղը «ՄԱԿ-ի հայկական ասոցիացիա» հասարակական կազմակերպությանհետ համատեղ` Եվրամիության և Չեխիայի կառավարության ֆինանսավորմամբ:

On March 05, 2010 The Information Center for Migration of Shirak region in the scope of the project “Reinforcement of management of migratory flows in Armenia” organized “Migration through our eyes” exhibition which took place in the “National Aesthetic Center of Gyumri city”. The aim of the exhibition was to find out how our citizens imagine the event “migration” and also to raise public awareness about migration in general.
The project is implemented by the Armenian branch of “People in Need” Czech organization and financed by the European Union and Czech Republic.
The project is supported by the “Guarantee” Center of Civil Society NGO in Shirak region.

In 2010 the Embassy of the Kingdom of the Netherlands in Tbilisi will hold two rounds of competitions for the delegated Matra funds (former Matra KAP), for the eligible Armenian and Georgian non-governmental organisations! .

Deadlines for submitting project proposals are:

1 April 2010, 16:00
1 September 2010, 16:00

Qualifying themes for Armenia are (examples given are not an exhaustive list of areas of intervention):

Human rights and minorities, information and media

Activities in the fields of human rights: addressing issues related to the protection and promotion of the fundamental rights and freedoms, promoting the rights of vulnerable groups; fighting against discrimination on any ground; engaging civil society in the human rights policy dialogue; monitoring the implementation and fulfilment of the states obligations within the international conventions and treaties;

Rights and integration of minorities;

Research & Public information services to improve the functioning of a democratic society;

Support for free media: radio, television and journalism; support for the use of new media; issues related to the freedom of information;

Awareness-raising campaigns.

Human welfare
Developing volunteer work and private initiative; societies and clubs;
Improving the quality of professional care for the elderly and the disabled;
“Children at risk”: street children, children and AIDS, child prostitution, juvenile delinquents, child labour;
Other initiatives related to specific issues of social / human development, including civil society engagement in the social / human welfare policy dialogue.
